MANILA, Philippines – A viral video of DILG secretary Mar Roxas talking to Mayor Alfred Romualdez has been making the rounds on social media sites. The statement below was posted together with the video.

“You have to understand you are a Romualdez and the President is an Aquino, so, so we just want to legalize, if not legalized, well, ok, you are in charge, and we can’t help you. Bahala na kayo sa buhay niyo.”

Another transcription is this:

“You have to understand you are a Romualdez and the President is an Aquino so …so we just want to legalize if not legalized well ok, you are in charge we help you and that’s it, pero bahala na kayo sa buhay niyo.”

The video was uploaded last December 9, 2013 and has received 103,715; 250 likes, 430 dislikes, and 804 comments.

One commenter said that the video was edited, but another said, the statement of Mar Roxas was still inappropriate re the mayor being a Romualdez and the president being an Aquino.

+cheddar58 One word will explain everything “Devolution”. According to the Constitution, the LGUs “shall enjoy local autonomy”, and in which the president exercises “general supervision” and support only.

The Local Government Code of 1991 “which shall provide for a more responsive and accountable local government structure instituted through a system of decentralization with effective mechanisms of recall, initiative, and referendum, allocate among the different local government units their powers, responsibilities, and resources, and provide for the qualifications, election, appointment and removal, term, salaries, powers and functions and duties of local officials, and all other matters relating to the organization and operation of local units.”

The system is in place since 1991, and since then it was effective. This is the first time that I’ve heard the system failed and the local executive cannot do his mandate.  Dapat nadun palagi ang LGU, pano ma identify ang patay kung wala ang mga lokal executive? paano makaka distribute ng relief goods? Even curfew, you have to pass an ordinance for that.

+Angelo Alisago angelo alisago, that is only applicable if the LGU is not a victim itself, cant you see the devastation happened, all of them are victims, they also need help – nothing left, lots of officials in the LGU have died, they cannot work properly, coz there’s no resources at all, LGU are also a victims and they need help/.. they ask for help. LGU AND ALL THE PEOPLE NEED HELP, can the national government see that? well anyway their blind like you, in times like these thousands of people are hungry, national government should help and act immediately – to help the dying fellow countrymen, it doesnt require legalization, it REQUIRES HEART AND URGENCY TO HELP,  i dont think these two people in color yellow has….. MAR ROXAS is just wasting time to talk nonsense like this, instead of talking too much, instead of making an issue – he should set aside and dont mention about romualdez and aquino thing in a
meeting, they should discuss – the plan how to distribute the relief goods and plans etc to help the entire area….   how sad, what a shame……
