The woman who was tagged “Asan ang 5 minutes ko?” in a video that went viral, apologizes to Metropolitan Manila Development Authority (MMDA) for her unwanted behavior.
She was caught parked illegally by the MMDA and was requested to present her driver’s license but she refused. She argued with the MMDA officer, demanding that the officer explain to her how she violated the 5-minute rule.
The rule is:
When a vehicle is parked illegally, the MMDA traffic enforcer will wait for 5 minutes for the driver before calling in the tow truck. If the driver arrives within that span of time, the MMDA will ask for her driver’s license, so he can issue a ticket.
Her vehicle was parked illegally, so it was supposed to be towed, but she refused to comply with the rule. Her husband came to her rescue and drove the van away after insisting that he has to bring his pregnant wife to the hospital because she was bleeding and could have a possible miscarriage.

It turns out that the woman is a public prosecutor. MMDA reported her to the Land Transportation Office, so action could be taken for her refusal to comply with traffic rules. Her license may be revoked or cancelled.
The woman said in her apology to the MMDA:
“We would like to take this opportunity to apologize to the MMDA enforcers. We ask for your understanding in the matter as well as emotions got the best of us.”

The MMDA advised drivers to simply surrender their driver’s license when caught violating traffic rules, than trying to argue.
Here’s a more complete explanation.
